In case any Claimant shall be dissatisfied with the decision of the Court and the Court shall certify that the value of the Claim is over five thousand dollars he may, within 14 days from the date of such decision, apply to the Chief Justice of the Supreme Court for leave to appeal to the Full Court, and the Chief Justice may grant such leave on such terms as to notice, costs and other matters as he may in his discretion think fit.
